Chief Executive Officer & President
Mr. O'Donnell began his career as a speech pathologist. His first company, Independent Child Study Teams ("ICST"), was founded to conduct evaluations on students to determine their needs and to construct appropriate Individual Educational Plans (IEPs). He then began a division of the company that delivered Title I and New Jersey 192-193 services to students in parochial schools in New Jersey. This led to the founding of Educational In-Roads (EIR) which delivered Title I products and services to 36 states. IEP's experience with private-public partnerships goes back to 1977 when Mr. O'Donnell, the owner of IEP, began his first company, Independent Child Study Teams. When ICST sold in 1997, along with its sister company, Educational In-Roads (EIR), they were serving 36,000 children every day. Later that same year, Mr. O'Donnell founded Innovative Educational Programs (IEP) and Learning Alliances (LA). For the past twenty years, Mr. O'Donnell has built IEP and LA into a well-respected educational services companies that actively serves approximately 20,000 students every day in the U.S. and Puerto Rico.
Chief Financial Officer
Mr. MacMahon is the Chief Financial Officer and Corporate Secretary of Innovative Educational Programs, LLC and Learning Alliances, LLC with responsibilities for internal and external financial reporting, bank relations and commercial insurance.
Executive Director
Mariemma has been working as an administrator of educational programs funded with federal funds for over 15 years. As an attorney, she started working in the education arena as the Director of the Office of Federal Affairs, managing all funds related to the Elementary and Secondary Education Act (ESEA) in 2005. Since 2007, she has been working and coordinating educational programs at the school level as well as district level, implementing research-based practices, especially on Transformation Schools under Title I, section 1003 (g). As a senior administrator, Mariemma brings to IEP and LA a firsthand perspective on how to guarantee that students are receiving a high-quality education that comply with federal requirements.
PHR, SHRM-CP, HR Manager
Laura leads the Human Resource and Payroll Department at IEP and LA. She has over 20 years of HR and Payroll experience with a strong focus on compliance. She recognizes that "Employees" are the top resource within any company. She holds a Bachelor's degree in business administration and is a member of SHRM National as well as their Morris County council. Her passions include, golf, travel, gardening and her family.
LAPR Sales and Operation Manager
Oscar has more than 20 years administering educational programs and supervises the management of personnel in Puerto Rico, attends meetings with the DEPR, and collaborates directly with Project Coordinators. Oscar is an experienced Sales and Operations Manager with a demonstrated history of working in the primary/secondary education industry. He is skilled in negotiation, coaching, sales, sales management, and team building. Oscar has a Master's Degree in Labor Relations-Business Administration, graduated from Interamerican University of Puerto Rico, and holds a certificate from The Institute of Conflict Resolution of the Interamerican School of Law as a Conflict Mediator.
Educational Facilitator
Michael has over 30 years working in the education market providing teachers and administrators with tools needed to help improve students performance. He has provided programs with online training tools to schools throughout the country.
LAPR Services Coordinator
Lilia has worked at Learning Alliances since 2003. She currently works as our Service Coordinator and prior to that, she worked with Special Programs for 4 years. In addition, she spent 3 years in the Invoicing Department. Lilia holds a Bachelor's Degree in Business Administration and a Master's Degree in Strategic Leadership. She has worked with projects such as SES, SIG, RAD, PBIS, BEC, BIP, 21st Century Community Learning Centers, Equitable Services, Professional Development, and Parental Involvement.
HR & Payroll Liaison
Elizabeth serves LAPR as the liaison between the Human Resources Department and all maters dealing with HR and Payroll. Additionally, she works with Professional Services Resources in our Puerto Rico office. Mrs. Sierra has over 13 years of experience in Management, HR, & Payroll across various industries and works diligently to support all areas and departments in our offices.
Invoicing Clerk
Fabiola is in charge of invoicing all current programs from the Department of Education in Puerto Rico. Since 2018, she has worked on invoicing projects for Professional Development, Parent Involvement, and PBIS. She provides support to all departments at Learning Alliances.
Coordinator Assistant
Carol has been an asset to our team working in the Invoicing Department for almost two years. In addition, she worked two years as the Professional Development and Parental Involvement Service Coordinator Assistant in LAPR. She has more than 6 years in Customer Service experience and more than 2 years in Accounting.
School Outreach Coordinator
Margaret began her career in education 27 years ago as a classroom teacher in Jersey City, New Jersey. In addition to teaching in Public, Private, Charter, and Independent schools, Margaret's experience includes working as a School Director, Literacy Consultant, and Professional Developer in urban and suburban settings. She received a Master's Degree in Elementary Education from Saint Peter's University and her M.Ed. in Education Leadership from Columbia University. Her role at Learning Alliances gives her the opportunity to create partnerships with district administrators, teachers, families, and community members to improve the quality of education for all children!
